hey,
I made a server so that my guild in WoW could talk and play, it was working fine for about 2 weeks, and then all of a sudden today people couldn't log on. I can log on just fine, but no one else can.
I checked my router if it changed it's ip but everything is still the same
please help.

If you are sure everything with yoru router and PC are fine, then it sounds like your ISP may have started blocking inbound ports to your IP. Some do that since you're not supposed to be running servers over your internet connection.

I was having a similar problem. People could connect fine, then all of a sudden they couldn't. I was originally the only person connected to my router, but at the same time a new computer was hooked up to my LAN people became unable to connect to my server. Also, my ip had changed from .1.101 to .1.100. I realized this right off the bat, and even though I opened the ports for those ip's, people were still unable to connect.
I finally got it working against once I disconnected the other computer on my LAN.
This raises a question:
Was the problem caused by a bug in ventrilo?
or
When my internal LAN ip changed, did my external ip continue to point to the old LAN ip?

Unless you changed your router to forward traffic to your NEW IP Address, then it was still all going to your OLD IP Address.

But my external ip address did not change (I checked it on whatsmyip.com). Only my internal ip address (192.168.1.101 and sometimes 192.168.1.100). I have the ports for both addresses opened. What I need to know is why it is changing or what is changing it (my internal ip address).

Sometimes if your router resets or when the computers on your network shutdown and then on reboot request a new IP your internal IP will change. You will need to forward the port for whatever IP the machine your ventrilo server is on.

Yes, Sometimes my ip is 192.168.100 and sometimes it is 192.168.1.101. I have the ports forwarded for both ip's and both are enabled. But for some reason, my server only works when my computer is connected as 192.168.1.101.
