If the server is on your same computer, you are supposed to use localhost and/or 127.0.0.1. Other users outside of your network need to use your external IP.

Well I know about the loopback ip, but other people can't connect to my server. I don't even have a router. I have a Motorola SURFboard SB5100 Cable Modem.

EDIT: I have Windows XP Professional SP1 with no firewall

I don't see why it shouldn't work if you are giving them the correct IP that you can find from www.ventrilo.com/myip.php and you have no routers/firewalls.(hardware or software)

Are they able to ping your IP?

Maybe your ISP is blocking that port. Try to change the port to something common like 80 or 125.

Change the port for what? The server ini thing or the client? I tried both of them that you gave me and it still won't work. I have Comcast Cable Connection.

if one is running the personal server, the port can not be changed.

Many cable companies do not want users running servers of any kind. In these cases you're better off renting a server from one of our licensee's which also means the server will always be on, have a static IP (most of the time) and nice clean bandwidth.

But my friend has the same cable compeny and it works for him. Is there a required RAM or processor speed?

I highly doubt it. There is just a configuration problem with your networking. Go over all the steps we gave you in the above posts and make sure you didnt miss something.

Windows Firewall
3rd Party Firewall
Router Port Forwarding
Router DMZ Host
