If you visit the Hosting LInk Flagship provided, it will send you to the official licensed hosting providers page so you can shop for a hosting provider.

If you use the link Brandon posted, it walks you through how to setup your own server on your PC. Any router/network changes you need to make are out of scope for that document as it is not dealing directly with Ventrilo.

Ventrilo is more geared toward in-game voice chat. If you just want to talk with your cousin for fun, you can use Skype (http://www.skype.com), which doesn't require you to set up a server.
